headlights won't turn on
 

Hey guys, my 96 transfer am head lights refuse to turn on. Bulbs are good, motors go up/down, fuses are fine, all other lights on the car work. I'm getting power to everything but the damn bulbs. I run a tester on the pigtails, nothing ONLY AT THE HEAD LAMPS. Am I missing a relay or fuse somewhere? There is no visible or discernable reason they should be doing this.
