97' starting issue, gauge cluster not lighting

Default 97' starting issue, gauge cluster not lighting

Drove my car to work yesterday everything fine. Went to leave work, put keys in ignition and the radio.. air... annoying door ajar ring... almost everything turned on besides the dash cluster. From what i have read on other forums it could me 1 of a hundred things. bad fuses (replaced) bad ignition relay or starter relay, bad battery (new battery), ignition switch, and lastly a bed key chip. does anyone have recommendations to check next or have had this issue? this is my daily driver so i could really use some help ASAP!! Main engine sense fuse, when my old formula would arc the starter on the header the windows would also stop working.

Does the gauge cluster work when the key is turned backwards into the accessory mode
