Default Speedo Out on 1998 Camaro Z28

Guy's, I have been talking to people on one of the other forums, but wanted to see if anyone here had anything to add. The speedo has been out on the car as much as 20 km in the difference. Bought a hypertech programmer to adjust the tire size as they are 245/50 instead of the 235/55 that cam on it originally. However, no matter what I set the tire size to in the programmer the speedo always shows less than the actual speed.

What could be causing the issue? Any thoughts on where I should look next?

You sure you don't have aftermarket gears in the rear end?

Hypertech programmers do not work on 1998 ecus. The only program able to adjust and permanently set perameters is hp tuners.
