Default Almost sounds like half-engaging brakes on a right turn

Like in the description, whenever I cut my wheel to the right whether it be all the way to the left (to begin with) or any other position, my front end makes some noise like the brakes were applying (like if you were completely stopped and let off slightly to barely creep up). This started after i pulled into a parking spot and has continued ever since from a stand still to turns with no brake application.

I just can't quite figure it out...anyone else run into that problem before I drop it off at the shop? (to see if I can avoid that trip)

Steering feels the same which may rule out power steering issues.

The guy at my normal shop told me it has something to do with the rack & pinion. It's strange though because it usually makes noise going both ways when something does happen to the steering.

I see a few people have looked at this, but I really need some help. The tech told me it will drive fine until one day my PS would go out in one direction. This sound is loud and makes my car sound like it's gunna die soon - I hope that's not the case!

Anybody have any ideas?
