Default Oil on rocker arms...??

OKay..well today after checking my oil, i started my car up and i removed the oil cap..as i was looking down the filler neck i could see part of the rocker arm...I could not see oil splashing around the rocker arm like i expected to see. I know this is a really stupid question..but i've never felt the need to actually look down in there while the car was running..So should i be able to see oil kinda splashing around up there?? Or is this normal from what you guys have seen? Thanks for any help you can give..and sorry for sounding like an idiot.

I was under the impression that at idle with lower oil pressure it should just kinda squirt out of the pushrod. It might just touch the joint and quickly drip down. Really it just needs a small bit to keep down the friction.
