Those insurance Mother f#*!@*%
well my car recently got rear ended and both of my tail lights broken,and my bumper scratched, so I contacted the insurance, got an estimate and took into an adjuster. I got quoted for 700$ from the insurance when the dealership quoted me at $1,400 because their saying that they can replace my lights with used ones. My car was parked when this happened so its the other persons insurance thats paying for it. What the f can i do.

GM list for tail lights is currently $157 each, but gmpartsdirect has them for $98 + shipping, probably even cheaper for new ones on ebay. Don't know about your paint damage/% of the claim. Maybe you can negotiate, scream, jump up and down, etc.

Your insurance company should be able to assist you in this. The other insurance company can't just arbitrarily decide $700 is what they are paying you. At the very minimum they are required to pay actual repair costs as documented by your shop.
If you continue to have a problem pull you insurance company into the mix. It will not effect your premiums, that is what they are there for.
