Electrical Gurus!!! Car won't start?

When I turn the key to the run position it dings three times and the seatbelt light comes on. Then every time I try to turn the car over it does the same thing. The starter never engages(brand new starter and the car never attempts to do anything. All fuses and relays look to be good. Any ideas?

No alarm. I wasn't sure where to put this. Sorry.

It sounds like a VATS problem but that has been disabled in the programming. I am going to take my meter home today and check the voltage at the starter and go from there I guess. It is amazing what problems a shorted out wire can do.

When this happens does the SECURITY light stay on? Could be a VATs issue or it could be a body control module (BCM) issue. I tried cleaning the chip on the keys - didn't help. Then I had a new ignition cylinder put in. Things were better for a month or so but then the problem was back. Nothing cured it until I had the BCM replaced. Not a problem since.

Well, it was the BCM. I jumped the 87 post to the 30 post of the starter relay and it turned over. So, basically I need to find out what all the BCM controls. It is a race car only so Im not worried about a lot of the stuff. To fix the problem for now, I ran a new ground wire from the frame and jumped it into the yellow/black wire that is used for the ground from the BCM to the starter relay. The way I understand it, the BCM just gives the starter relay a ground once the switch is turned on. Anyway, it will crank now but I need to find some more info on the BCM
