If there is any thread sticking out, you can either:
PB Blast them, let them soak, give them a nice whack on the end and then vice grip them for all you are worth
Tighten two nuts face to face on the stud so that neither of them will move, and unscrew the one closest to the flange.
OR
MIG weld a nut onto the stud, PB Blast and wrench it out.
If nothing is sticking out past the head or flange, then these things aren't going to work and it is time for a different set of solutions.

When it comes to exhaust manifold bolts,....just fall in love with a 10mm socket (short and long), a ratchet, a 10mm ratchet wrench, some WD-40 and **** load of patience.
If you have a bit of threading showing,..enough to screw a nut on ,...I'd get some JB weld automotive from AutoZone and put in on the inside of the nut,....thread it through just enough to catch the threading (DON'T LET THE JB WELD TOUCH THE BLOCK!!!) let er sit for a while and patiently use a ratchet wrench or a socket/ratchet to remove the bolt.

Hopefully there is some bolt sticking out...you might have to remove the manifold to allow for better access. The 5.3 chevy trucks often times have the same problem. I have had to pull a truck head to gain access to be able to drill it out. The back cylinder, back bolt head was just missing!
Put down the impact wrench.....
