Just before I go digging this broken bulb out of my tag light fixture, should I disconnect the battery? or is it my understanding that no voltage is going to it since the car is not turned on what so ever.

Sorry, I am a noob when it comes to electrical stuff.

If your lights aren't on, there is no power to the socket. So just keep the lights off until you're done and you'll be fine.
