Ok first off what I would do is check to see if you striped the threads,, I know I know,, you prob wouldn't be able to put the bolt back in if they were stripped.. just thinking of what these tech guys would say..

here is a nice write up.. http://bowlingss.com/LS1_How_To.htm

also I have one waiting to be put on.. I read that if you crank it on with tourqe wrench their is possibility of stripping thread out... I read something somewhere about a pulley installer but I dont know im prob going to do the whole tourqe wrech method.. hope this helps

Its either 250ft lbs or 90lbs plus an additional 180 degrees, cant remember which. Either way, its a lot.

^ Use the old bolt, torque to 240 ft/lbs, then remove the old bolt. Install the new bolt and tq to 37 ft/lbs.

Fixed your post for you...if you only torque it to 37 ft-lbs, you'll be looking for the bolt again after it falls back out. And just to be clear, we are talking about a stock style, torque to yield GM bolt - not the ARP equivalent.
