Exhaust Leak

Exhaust Leak so i knew i had an exhaust leak but thought it was from a poorly installed header (my fault), but turns out my actual header flange is leaking. well i know they are supposed to be welded all the way around on the inside, and in 4 spots on the outside. but it looks like it is leaking between the outside welds. i have not taken off the header to inspect yet, but i think i am gonna have to. have any of you had this problem before?
how do i fix this? can i just weld the outside, or do i need to remove the header and clean/inspect it before moving on?

the headers are QTP 1 3/4 with velocity collector. about 3 years old
