LTs/catted y-pipe is it redundant?

LTs/catted y-pipe is it redundant? I'm planning on LTs for the 99 ws6 current mods lid & flowmaster
I need to pass emmsions and don't want to be loud.
also I don't want to spend the big bucks for a complete kit like FLP SLP kooks QTP what are the alternatives (not mac mid lenghts) buying new LTs
also cats rob me of how much power, compared to no cats

yeah, but if u gotta keep them get some high flow cats and get a hooker cat back, hooker will be quieter, flow better, and sound mean too. for long tube, i got pacesetters. got em back in november when they were under 500 for everything. i love them and with the extra money i went out and got me a real nice cat back
