Default PS high pressure bolt wont come out

I believe it's a 16mm, at the bottom where it connects to the rack. Used WD40, and pushed so hard that im rounding the bolt. I suppose I could use a cutoff wheel and cut the metal line by the bolt, so I could get a socket on there? Any help? Would using a propane torch on it for a few seconds help?

I've replaced the PS high pressure line from the pump to the rack before and I used a flare wrench.
