Stupid question...were's the PCV ?
 
I was told it was mounted on the passenger side head/valve cover. I can't find nothing near the cover <img border="0" title="" alt="[Confused]" src="images/icons/confused.gif" />

Follow that rubber hose back.

PCV on a '99 is to the left of the throttle body in a little rubber boot covering the metal. Should be grounded by a metal strap to the block. It pulls out, just takes some tugging.. no need to remove it from that grounding strap..

a guess but I think it prevents electrical buildup from the metal on metal PCV valve motion.

Similar to how the throttle body is heated to prevent icing or whatever (only that is done with coolant).
