if youre gonna spend lots of money just doing a heads/cam upgrade. it'll probably run you around $4000-$5000. considering all the tuning and "extra parts" needed to get them to work together. with just $2500 more, you could build a 402 or a 408

They aren't....
For most people's needs (and budget), an out of the box AFR 205, 215, or 225 covers most applications....$23-2500 or so. The new 245 will be a couple of hundred more.
Want even more airflow (and more power)....a ported/blueprinted set of the same adds about $950....and is worth an additional 10 - 15 HP or so depending on the combination.
Yes...its more money....but its decent value for what your spending regarding power gained. At this point there have been quite a few different combo's with the additional porting/optimizing work I have performed (from mild to wild) and most have produced well above average results which can be documented here (and other boards) for those who care and are willing to take the time to look.
More power always equals more money....thats a given....but its not for everyone. Take the time, however, to figure what most mods cost (HP per dollar spent), and you will realize that sometimes spending more isn't such a bad idea (sometimes its quite cost effective)....especially if your the type that always looks for more 6-12 months down the road.
Its all about options and its nice to know you have some....especially if the tax man was good to you this year and your buddy's supercharged Cobra is getting under your skin.....LOL
Here is a graph of a stock AFR 205 versus one of my ported versions (same castings by the way) on a mild 383 with a couple of tenths more CR after I milled the heads when I was done. A solid gain at every RPM from the extra airflow the additional work provided....not just upstairs. These are the types of gains that are the most noticeable (and most welcomed) as soon as you let the clutch out.

A pic of what a finished product looks like....these heads were used btw and covered in oil and carbon when I received them

i got my heads/cam from ws6store.com the package comes from patriot performance. its a howards cam and a set of 5.3L stage II heads, my cam is .578/.587 226/232 @.050 with 115 lsa. heads come assembled with dual gold springs, bronze guides, titanium keepers, stainless valves, and harland sharp your choice 1.7 NA, 1.7 adj. i paid around 1900 bucks for that, i thought it was a good deal since a package from trickflow like that runs about 3500. make sure the heads and cam you get match, if they dont flow with each other then your not getting the best bank for your buck. im not too fluent on which head is better or which cam is best but from what ive read patriot heads are decent. the ones i got looked like they did a pretty good job compared to some D.I.Y. jobs

What's the best head/cam set up with ported stock heads, an LS6 intake & long tubes? I have a 2000 LS1 im swapping into my 3rd gen but im thinking of installing a cam, springs, push rods, lifters etc. and porting the heads first. I want some **** that's loud, mean, fast and will make any girls panties wet in my passenger seat.
Is a 440-450 rwhp Cam set up possible with ported stock heads & a 4L60E?

Are you wanting peak power, best torque, some of both, etc? What year and model car? What bolt-ons do you have currently and planned? Any power adder planned for the future? Six speed or auto (if auto what stall)?
Let us know some of these and we can help spec you a combo that fits your goals and budget nicely

My old setup:
AFR 205's (not Mamofied) milled to 59cc
SLP lid
No MAF (SD tuned) 4" aluminum pipe - don't forget, the OD of the SLP lid is 4"
Nick Williams 92mm TB
Fast 92 (not ported)
GM MLS head gaskets (.051 compressed... More power had I went with Cometic .040's)
LS7 lifters
Comp push rods, 7.4
Ed Curtis cam - 229/236 .631/.631
Stock rockers w/ trunion upgrade
460/420
I'd like to think my torque curve was frickin amazing, myself, for the set-up
