Whats this flange off the oil filter "housing"?

Whats this flange off the oil filter "housing"? 
can someone tell me what this is and where this should go to? mine is just as you see it. theres oil all on the side of that housing, and my block. no idea why that line that should be there is missing OR WHERE IT SHOULD GO TO. any help would be appreciated. thanks again guys.

It's supposed to be there. It is where the oil temp(or pressure) port is on the vette's and some guys us it as an alternate spot to tap for a oil pressure gauge
