weird issue with o2 sensors. need some help

weird issue with o2 sensors. need some help I just finished a head/cam swap. Everything there went fine. Now that its back together i am getting a o2 code for bank 1.
I swapped out both plugs with some others i had at the house and still the same code. The car surges at idle (550 since i havent gotten it tuned yet because they wont tune it with the codes). Although, driving down the road there is no surging or any problems. its smooth throughout the rpm band. but once i come to a stop it surges and wants to die.
When i unplug the fuse under the hood for the o2's it has a smooth idle at the same 550 rpm. so i think there is an issue with maybe the wire or something.
this may not have anything to do with it but would a misfire code also cause a code for the o2 since it has an issue reading during the misfire? it has only had the misfire issues a few times during idle, thats the only time it misses which i assume is normal for a cam car without a tune.
