Yes leave a 2-3k gap in your budget for fine tuning... And to answer your question about gears OP...
It would depend on what tire size you have, where you are shifting at (rpm), hp, then you would use a gear calculator and it will give you your optimal gear choice for the ET you want...
Are you an automatic? If so I would talk to a vendor and get help with specing a stall to the cam of your choice, and get the cam spec'd to the other mods you have first..

The only thing he would have to possibly upgrade is the fuel system, if he hadn't already done it in the past.
The LS7 would be the best choice, not too sure how far you might go over budget but thats typical with any build. Take the amount of money your willing to spend, and double it, as a safe projection of costs LOL.
Gear wise really depends on what you want it to do, auto or manual, and like Burken said, tire size.
I run 4.30's in my 6 speed, 28" tires (M&H 325/45/17) street, 28" slicks on the track. Used to run a 26" M/T drag radial on the street. If your running a manual, and 26" tires, 3.90's/4.11's wouldn't be a bad choice. Auto's, I'd be a bit more picky as to my final ratio.

Putting a built bottom end will kill his budget. Just the parts for a heads/cam and everything else needed is going to suck up most of the 10k. Ask me how I know. Of course, I didn't cheap out on anything. But eh.

As I said earlier, I already have the LS1 swap in my car this is just a second motor I bought to build. I'm not really trying to do another complete swap. I'm really just looking for a build that is going to be very powerful and also streetable and reliable.

A forged motor with all of the go fast parts and supporting mods plus other misc things will definitely run more than 10k. A new clutch, flywheel, master cyl, driveshaft, suspension and rear end alone is around 4k. Most people do not realize this until they are over their head. Build up the car first with all supporting mods before going fast my .02 you won't have much left over. These cars plainly are not cheap to build. My last build was relatively mild 440whp and I had bolt ons/suspension already and it was almost 10k installed. And I saved around 4k shopping for deals.
