It's also the valve size(s), seats, guides, etc.
It's also the accompanying components (i.e. springs, retainers, etc).
Definitions of Stages differs from the shops/vendors. For example, AP Engineering's Stage I is pretty much on par with other people's Stage II's, while other people's Stage II's are pushing limits of flow that are unmatched by the rest of the industry.
I'm pretty much a newb to heads, so the above is a simplistic definition.
