Caked on crusty in exhaust ports

Default Caked on crusty in exhaust ports

swapping my engine over and notices only 2 of the 8 exhaust ports were what I think as normal, soot and still smooth. But few of them have caked on crap in them. Came off with a scrubby and and some brake cleaner, but what would cause this? The engine is super low mileage

oil getting past the valve seals possibly. Stock springs ?

Heads are new, so I wouldn't think, but possible. I reapplied thread sealant to the intake rocker bolts just in case.
