Default lifters leak down

what could cause the lifters to prime down you can start it and it will make horriblw lifter noise for 5 secs and then go away then you can start it right back up and the noise isnt there but if you wait 30mins it will make noise for 5secs and then go away it has already had 2 sets of lifters and 2 oil pumps (the dealership tried fixing it ) is it that cam plate with those o-rings or what

I have the EXACT noise in a 5.3 truck.
I put lifters in about 6 months ago, a couple were ticking and would not quiet down
came back yesterday with this noise and some other work.
I tried using 0w30 think maybe it would prime faster, nope.
definently seems like the lifters are bleeding down.
anyone with a solution??
