where can i get it? and how much.

pretty sure that hptuners has an add on option to run speed density tuning (maf less), as predator has suggested.

You can do speed density on any programmer. You just unplug the maf and or O2's and it automatically goes into speed density mode.
If you want individual cylinder tweaking with fuel then you might want to check out bigstuff3. I believe price is about 2300. Are you building a complete c5-r motor for yourself?
