Default Cam Swap Rocker Re-Install

I'm finishing up my cam/spring swap. I'm having trouble figuring out the proper install procedure for the rockers. I know 22ft/lbs is the torque, but what's the rest of it? BTW, my heads are stock 241s. LS1HowTo seems to be down right now, and I've tried the search with little to no luck.

If I remember correctly LS1HowTo says to torque rockers to 22ft/lbs, rotate the engine 180* and retorque all rockers to 22ft/lbs.

TIA for any advice.
