Preload
Ok, I am gonna go get a pushrod length checker, but I found something interesting, I can turn the pushrods on the valves that are closed, is that normal, or is that a indicator of to small of pushrod lengths?

You don't need a length checker. It sounds like you are right a zero lash and your pushrods are .025"-.050" too short. Since you have a known length pushrod you can use the method above to get the correct length.

Pushrods
I removed the 7.4s and installed one with one rocker arm, and at first I could not turn it with my fingers then once I torqued it two 22 ft lbs and checked it again, I could turn it. is it normal for the lifter to decompress like that? and would that still indicate not enough preload, trying to get ahold of a 8" caliper so i can measure the checker and add preload, but from what i am seeing it looks like I will need a 7.425 or 7.450

7.450 would be on the money. Try that and see if the noise goes away.
Also, are you saying that once the motor is warm you're seeing between 10-20psi oil pressure?
If so, that seems awful low. Did you put in the higher pressure spring in your oilpump? I like to see around 30-40 psi warm at idle. What weight oil are you running?
