Seller agreed to item price including shipping and accepted PayPal payment, then backed out because shipping was too high and refunded PayPal payment without notifying the buyer.

I attempted to contact the buyer, but he took hours to answer so money was refunded. I separated a rotating assembly to accommodate his request and tried to help him out.
