Just use a some bypass caps and clamps to block off the heater hose ports. I haven't heard of anyone having to weld an electric pump on.

Aluminum boat shops should be able to, as well as any custom fab place. I have several in my area. I could even do it if you get desperate. I mostly TIG thin wall chromo/stainless/steel for a living, but can lay a decent bead on aluminum and have a TIG in my garage. It looks clean with the pump welded and ground instead of freeze plugs and hose clamps. I am going to weld my rear pump hole when I put an electric pump in. I drilled and tapped the weep hole and installed a fitting to run a hose away from the opti too, but don't think that is necessary with electric. Also put a petcock in the pump to drain it fast for easy access to the opti.
