LT1 surging no power at take off

LT1 surging no power at take off Ok heres the deal just put a hotcam,springs,rockers etc. now when I stop the idle drops down to like 300 the goes back up the back down until it dies it will start right back and wont go it again intill I shut the car off.also every once and while when i take off there is no power then all of a sudden it takes off like a cannon..yes it has been tune thanks any help..
