LT1 Injectors No Steady Pulsing

LT1 Injectors No Steady Pulsing so i've had a misfire for the longest time, car has new optispark, coil, icm, plug and wires. tps voltage test passed. and even replaced the map. now i havent been able to communicate a scanner to the pcm,, says unable to communicate. so i connected a NOID light to each injector plug one by one while idling and i noticed on some it doesnt receive a pulse signal untill about 15 seconds then it starts blinking, that explains why the old test of pulling a injector off didnt really cause a stumble like it does on other engines. is this normal? or are they all suppose to be pulsing as soon as i connect the noid lite like on ls1s..thanks!

misfire is present in idle. and when i give it gas it misfires even worse at wot sounds like crap. and the injectors are stock. i do have a service engine light but cannot read codes. its a 94
