safe to spray 383 stroker with cast crank?

Joe, your compression ratio has nothing to do with the decision to go 2-bolt, 4-bolt, or 2-stud. It's revs and cylinder pressure (not mechanical compression ratio) that put the loads on the main caps.
Keep your revs under ~6200 and limit it to a 100 shot and you'll probably be ok with the studs.
My engine was a 350 running a 100-shot. Running 2-bolt mains (not studs) resulted in cap walk/flex and bearing distress.
