Is it normal to buy new front shocks and they dont come with hardware?

Default Is it normal to buy new front shocks and they dont come with hardware?

Recently I bought some cheap-o Monroe shocks through parts america and ended up returning them since I changed my mind and went with QA1 single adjustable shocks up front. Both brands of shocks are pictured with all bushings and bolts and nuts on websites and both showed up WITHOUT the bushings and mounting hardware. Just wondering is this normal??? I bought a set of edelbrock shocks for the rear a few years ago and they came with everything needed including the brand new poly bushings and nuts and bolts and whatnot, so I expected the fronts to be the same.

Making some calls later today but, wondering what you guys think.

I Called QA1. The bushings and hardware are supposed to come with. They are shipping me the missing hardware, problem solved.
