Is this the kit for building a 355? Is this the right kit for building a 355, could somebody help me understand this kit a little better?

I wouldn't say the "right" kit but yes,you can build a 355 with that kit.You can always re-use your stock crank and get some eagle rods and wiseco/mahle/diamond pistons...that would be a 355.
Remember a 355 is just a regular 350 rotating assembly with pistons .030" over (total bore 4.030"). Like said above you can use a stock LT1 crank (maybe polish and chamfer it), Eagle rods or what have you, and some decent forged pistons. I compared the cost of buying that cheap Eagle kit versus reusing the stock crank and having everything balanced. With reusing my crank + polish/chamfer, Eagle I-beam rods, and Speed Pro forged pistons the total cost parts and labor (machine work) is about $760.
