Reverse Lockout wont let me into reverse

Default Reverse Lockout wont let me into reverse

problems started after doing my head swap and yes i remembered to put the 3 ground straps back on the head...this is my 3rd head swap and i dont think i forgot or messed anything up.

im tring to track down a problem with my reverse lockout. the pcm is supposed to ground out the solenoid when the key is on and under 3mph but its not. i have power going to the solenoid and coming from the solenoid all the way back to the pcm but the pcm is not grounding it. i grounded it out myself and made sure the solenoid actually works and it does.

only thing i can think of is that the pcm is fried somehow which is weird cause i have the car running now and nothing else is having a problem. Or what may be happening is the solenoid is drawing to many amps for the pcm to ground which i dont think it could be really.

im at a loss i want to try and swap out the solenoid and if that does not work try and swap the pcm but both of those are hard to come by or expensive to try
