Default GM pressure plate bolts

I'm installing the LS7 clutch kit from SDPC and noticed that the flywheel bolts that came with the kit have what looks like blue (locktite?) coating on the threads. Then, the pressure plate bolts have nothing on them.
I've searched and almost everyone puts locktite on the PP bolts anyway, but why wouldn't there be 'factory' locktite on all the bolts?
Is locktite applied on the PP bolts during assembly at the plant? I know there are assembly machines that apply locktite to various parts during final assembly, but why there would be two different methods ('pre coated' and 'at install')?
I guess the question is are the bolts meant to have locktite applied since they weren't pre coated like the flywheel bolts?

You can put locktite on them if you want. I use a dab of rtv silicone on mine. Just torqueing them to correct amount is all you need. The crank bolts need sealant to keep oil from crankcase leaking past the bolts.

The PP bolts dont need anything other than a proper torque sequence done to them.
But for peace of mind, you can put some Loctite on them. It wont hurt.

I just went ahead and put some blue locktite on the bolts.

The old SPEC kit i replaced had lockwashers on the PP bolts.

Should be good now.
