New T56, under $2k.

I took a blowed-up T56, beat to hell, purchased for $300. Fixed EVERYTHING wrong with it - $900 in parts. My total was $1200. Now, a high dollar bench rebuild is $275. So what's the total there? Now, add a couple hundred if you're not doing the removal / reinstall. No way near $3k.

They're preparing to bend you over and give you the business, big-time. I'd get my car out of there.

About $200 in tools will allow you to rebuild the T56. It's not that hard to work on. The primary reason I've stuck with the T56 (in drag racing) is that I can rebuild my own tranny, I know it's done right, and it only costs me parts and zero labor.
