Default help with spec to shim or not to shim?

Hi guys,
I have a spec clutch kit and flywheel it comes with a shim but I think you're only suppose to use the shim if you are using a resurfaced flywheel chime in please.

I used the shim the first time The second time the clutch slipped so I had to pull the tranny to remove it. That fixed the problem. Use the shim.
