Reader's Digest Version: cfi_luz (aka Jeff) had a set of 243 heads with 921 springs, Ti retainers, seats, etc installed for sale. We settled on a price, I sent him Paypal and he said he would ship within a few days. Then he says Paypal was giving him trouble, some time passes with no communication and after a few weeks he finally responds saying he will ship the heads assuming I will pay him if Paypal doesn't release the funds. He mentions a personal emergency came up, explaining his lack of response. I agree and he has not replied since then. He has logged into this and the Corvette forum since then.
Timeline
9/12 - I first PM Jeff
9/13 - Paypal sent, supposed to ship 9/15-16
9/18 - Jeff PM's me saying Paypal flagged the transaction as suspicious, we discuss options. He agrees we can cancel the transaction, I will pay half up front, he ships heads, I pay remaining (all via money order) upon receipt.
9/22 & 10/1 - I sent two PM's asking for status and leave him a voicemail.
10/3 - Jeff responds explaining about his personal emergency. He says he will ship the heads and trust that if Paypal doesn't release the funds, that I will pay. He confirms my address. This is the last response I get from Jeff.
Note: From 9/22 to 10/3, Jeff posted in 12 different threads on the Corvette forum, when he was supposedly experiencing his personal emergency.
10/9 - I send a PM asking for status.
10/13 - I send a PM informing him I will be filing a Paypal claim.
During this whole time, Jeff was very friendly and respectful. I am not out to flame him or wish death upon his children's children. The bottom line is this guy is not a reliable trader. Another person in the same thread with the 243 heads also did not receive an item from Jeff. On the Corvette forum, a person left a post in a FS thread from August asking Jeff to contact him immediately - not a good sign.
I have filed a Paypal claim and if Paypal takes too long or does not give me my money back, I will be filing a chargeback on my AMEX.
If Jeff would like to step in and explain what went on, please feel free. My money will get back to me regardless and I hope others will think twice before trading with him.

I too have not received paid for parts from him!
Said it was shipped after a few emails asking where it is. Got the same "personal" emergency story, then after a few weeks, he said it was shipped, but he didn't have conf. # or tracking #. It's been at least 3 weeks since then and a few more PM's from me and no contact.
I guess I'll have to contact paypal too......

I've been told that I too have a package at home. I'm out of town and will post after I check it out. Odd how as soon as at least three of us put a complaint in to Paypal that the stuff all of a sudden shows up. Especially since I was assured it was sent weeks before hand.
My wife says that there is some type of thing in the box though, so it sounds like I did finally get the goods....
On the good side of things between LS1 and PT.net I've purchased MANY parts some quite a bit 'o $$ and this is the first real hassle I've ran into.

Not to defend him but he did send me a ls2 intake this week but it did take about 2 weeks longer then I expected. It really does sound like he had a personal emeregency but did keep in contact with me during that time. Good luck I don't think he will rip you off.

Yes well Paypal only refunded me $2.45, which means he has the rest of my money in his bank account. He's also stopped answering PM's again, despite saying he would ship the heads if I wanted. Oh, and during his whole "personal emergency," he's been posting on the Corvette forum. Yet he can't respond to PM's here or ship the heads when he says he would?
In the end I don't care, AMEX took care of me.

The dispute is settled. He is a poor trader with poor communication and shady excuses. He never shipped the items I paid for, Paypal was only able to recover a couple dollars and I had file a dispute with my credit card company. From my experience, they charged back on Paypal and Paypal will put his account into negative balance. Eventually if he does not pay them back, they will turn the account over to collections and at some point it will go onto his credit report.
Nine Ball - I have no problem removing his personal information from the thread if you would like me to. My main goal in providing it is for others who may be scammed by him in the future. I'm happy to remove them and only provide upon request to those who have been cheated by him.
However - I would like this thread to remain as a beacon for those who may run into trouble with him.
Please send me a PM if you would like to discuss.

Hopefully Jeff realizes that this could go on his public and financial records. The FBI doesn't take scammers lightly, especially if you have all of the records of each exchange and transaction. Here are some helpful links:

I'm perfectly aware of the definition of libel but I apprecaiate the refresher. You are correct that it is not libel if it is 100% correct and accurate, however that was the point of my message. As well I know perfectly well who IB is and their reputation, that's all I'm going to say about that. However, as you can see posted above the other buyers received their items and posted such. Here is a screenshot of my paypal account showing the payment reversal. You can see the funds were removed from my paypal account. They are not in 'my bank account', etc. If you need further info tell me what I need to post and I will do such.
