He should do what is legal in his county and keep morality out of it. In my area we don't have emissions so I can run without cats if I want and I most likely will once I get my long tube headers.

i'm not an environmental advocate, but just because you dont have e-checks doesnt make it legal to run without cats. its a federal law to have cats.

so techincally, you cant run without cats, anywhere in the united states...legally.

but as the old adage goes, it's only illegal if you get caught.

Sure you can, just get a car built in 1974 or earlier. It's 100% legal then.

But you are correct, it's federally illegal to remove them from these modern cars, although it doesn't really matter. All that matters is if you can pass your local testing. The feds will never come looking for individual offenders with private vehicles...they just don't have the money nor resources.

Local fines for cat removal are usually very small. The massive fines in the 4 and 5 figure range are only at the federal level, and again, the feds aren't going to be chasing private individuals in this regard.
