I have a 98ta with a cam, stall, gears, and full exhaust. It will not pass emmissions. What can i do?

You will either have to get some cats on there or find a friendly inspection shop to help you out with it. I don't know how strict the emission laws in Maryland but most highflow cats will pass emissions in most states, minus California.

It will not pass what type of emissions? OBD scan test? Sniffer test? And/or visual test?

All depends on the city u live in. Dallas as longe as the serves engien is not on but now there looking for Cats also.
