lights wont turn on

lights wont turn on i dont know if they are the fog lights or running lights. they are the round clear ones by the plate. i changed the bulbs and changed the fog light relay hoping that was the relay but they still wont go on. did i change the wrong relay? if not what else could it be. neither one turns on. any help would be great thanks in advance!
