I would deff recommend doing the longtubes and full exhaust first. Then ls6 or better intake. This combo will give you the most gain for the money. Look into the "free mods" on this site as well.

Different ppl do it different ways. A good thread to check out is pinned in this forum called "so you wanna be fast." Its an excellent writeup with some really good advice. I would start with headers / exhaust, maybe some free mods, and then do some chassis mods - subframe connectors, LCA's, Panhard etc.
Just stick around and read read read. You'll get it there, just takes time.
BTW - The LS6 intake is worth the money check out the for sale section on the site. They usually pop up used for under $500 if memory serves me right

I say shocks are a good first mod, especially if you have higher mileage on your car.
For a budget street car, SLP Bilsteins are great....if you have more money (or want to lower it) I'd go with Koni's.
Otherwise, for power, the advice given is pretty good. Full exhaust and intake really helps. As far as getting ceramic coated headers, I would really recommend that if you're just getting steel headers....but best would be stainless, such as Kooks or ARH before ceramic coated, they just cost more.
