Default valve train adjustment

I am building a 1999 ls1 out of a corvette and the short block is done and I have put a comp cam in and new valves and springs and I am using the stock rocker arms...when I get the right amount of preload on my lifters with my comp cam adjustable push rod, I turn the engine over a couple times to see the swipe on the top of my valve. it is not dead center. it is more towards the intake. it does not seem right. i hear about shimming the rocker arms higher but i don't see how this fixes the problem...any suggestions or advice?
