Port on back of intake supposed to rotate?

Is this port on the back of the 99-02 LS1 intake suppose to rotate? This one I bought rotates about 90 degrees left or right (then stops).

Uh, I'm pretty sure it's not supposed to.....would make helluva vacuum leak.

It's snapped in, but glued as well...

I read on one forum post, that a guy said his was able to rotate 1/4 turn also - and said he had so issues at all. It still has me worried though!
