Default Fuel pressure issue

Hello I'm new to site just created a account to hopefully get some help with a fuel pressure issue I'm going through, my car is a 1998 camaro 5.7, I replaced knock sensors, oil pressure sensor, cam position sensor and intake gaskets, torqued everything to spec went to start car and it just cranks checked fuel pressure 0 psi checked fuse and relay both good could not hear pump come on either, so I pulled the fuel pump plug and checked for power with test light light comes on when key cycles forward so I put a new fuel pump in pump made normal noises, car almost started and now pump is putting out 0 psi again and is not humming or making noise I'm stumped with this issue, would the VATS affect the pump at all I was having issues with that awhile back but now vats is working fine, new pump bad ? Any info would help thanks guys

Did you change the fuel filter when doing the pump, as well as the pickup strainer filter in the tank?

As much as you will hate hearing this, the pressure regulator will require you to remove the tank again if you did all the above
