well with big enough heads and cam you could get there at the crank no problem. If you're talking to the wheels you're gonna need more cubes. 383 with good heads, 230+ duration cam plus all the bolt ons. But if you do all that then you need to upgrade the rear end otherwise you'll blow the stock 10 bolt in no time.

Yep you'll need more cubes to get that at the wheel. I mean you MIGHT make close to 500 rwhp on a LS1, but it's going to require a absolute max effort of every single detail, and that's still just a maybe

500 rwhp in a n/a 346 is a tall order in itself. Like stated, the parts and the build would have to be major max effort and surgically dialed in. Nitrous is also an option that may work for you. Might be better to get to your goal via more cubes, FI, or Forged/nitrous. Sometimes it's better look at the build as a whole than to walk a fine line of pushing something to the very edge of operation.

Shooting for that goal is only achievable with a stock shortblock with boost.
Procharger d1 kit and done.

if you would bring your goal down to 400-450rwhp, you can do a good street car setup and stay naturally aspirated. And that is a bigger step up from bone stock than what you think. I think you would be suprised how much difference it makes. But If you want to surpass 450 then you need to spray nitrous or go turbo.

When you get to 500 or so you need to access your transmission, clutch pressure plate etc. You will probably need to up grade the 10 bolt Differential too. That extra 100 or so gets expensive and I didn't see your budget posted. FWIW
