Default 1999 LS1 dies on start after sitting when hot

My 1999 Camaro has a weird problem. Put a fuel pressure gauge on the rail and pressure is constant 62PSI. Starts fine in the morning and will smoke the tires and burn rubber for a block! Very feisty LS1 engine. If I go on a short run (like to the store) and the engine is still near operating temperature when I get back, starting the car is almost impossible.
It dies immediately like the fuel pump is going bad. I can keep goosing the gas pedal and if I can get the RPM to go above about 3000 rpm and it like- breaks free and then acceleration is good. It's like the fuel regulator is sticking... but like I said, I have 62 PSI continuous.
If I put fuel system injector cleaner in, it seems to fix the problem. For a while.
May be coincidence. It's almost like too much water or ethanol in the gas.
It is getting old... I can't go on short runs because after a few minutes of engine being off, it is impossible to start. Spark is good. Losing fuel somehow.
Things I have done:
Replace the TPS (no change)
Add Lucas fuel injector cleaner (helps)
Ran tank down to less than 1/4 tank and refilled with premium
Check fuel pressure with gauge
Tapped on fuel pressure regulator on rail
