Take the air cleaner stuff off and flip the throttle by hand at the tb. See if the blade is snapping shut or hanging up after you let go. That'll rule out a bent linkage or sticky blade. Then keep watching the blade and have someone hit the gas pedal quick and see if the blade snaps shut. That'll rule out a sticky throttle cable. After that you at least know the mechanical side is good. Then it becomes a bit more complicated since there's the idle system to go through.
