Yes I found old articles about this but it simply says to undo the three clips on the bottom of the bumper. Those clips do not undo. I tried prying them with a flathead and they do not come out. I don't want to break them. They look to be plastic. The bulb I'm replacing is the passenger side. I can reach the fog bulb from the top, squeezing my hand between the washer fluid. But I can only unplug the connector, the bulb is still in the housing and doesn't come out. Not sure if I'm supposed to unscrew it or does it yank straight out.

i take the lower valance piece off then you have easy access from underneath

Yes...underneath and take off all the crap is easiest. If you go from top, it rotates left about 45 degrees then teeth will be free from the socket.....you'll get hand cramps tho!!
