Parking Brake When I pull my parking brake up it pulls all the way up till it's pointing straight up. Doesnt feel like it's really holding strong either. What needs to be fixed or replaced to get it back to normal?

Ok. A friend of mine wants to take the rear wheels off to adjust something back there. He never mentioned the center console. Is he way off or is there different ways/things to adjust?
