does turning crank by hand affect starter motor??

Default does turning crank by hand affect starter motor??

Adjusted my valves' lash today, changed the valve positions by hand turning the big bolt inside the harmonic balance wheel.

Now car won't start, won't crank or turn over, I hear the starter moter whining. New starter with the engine build. Started fine before the adjustment.

What did I do wrong and how to fix? Thanks

No it does not affect the starter. Go back over everything.

valves are too tight. Is this an LS1?

The starter is unaffected by turning the engine over. What do you mean you hear it whine? It spins without engaging the flywheel?
