Default Dimpled front bumper

My car is dimpled on both the driver and passenger sides where the bumper meets the front fenders right at the corner of the turn signal openings and the headlight areas on both sides have waves where they should be flat. I jacked the car up and removed the doors where you access the fog lights but I didn't see anything bent, broken or missing from the areas damaged. The damage is worse on the passenger side. I don't want to put a new bumper cover on and have it do the same thing again. Has anyone had this problem? Could it be cause by the front bumper support sagging?

if you take the bumper off does it go back to normal?

Idk I haven't taken it off yet. But my guess is it's been this way for at least a couple yrs so I doubt it will just pop back into place. I'm getting new front fenders because the previous owner jacked the car up on the pinch welds behind the front tires it bend and broke the fenders there.
